Consolidation

As per the reversion document of Bedford City reverting to a town, it states that:

“Section 6.2 Water and Sewer Services. The City and County agree that consolidation of the existing sewer and water utility systems in the two jurisdictions is critical to sound long-term planning of County and Town development. Both jurisdictions agree that a new joint water and sewer authority (the “Joint Authority”) shall be created to consolidate the water and sewer services provided by the City and the Bedford County Public Service Authority (the “County Authority”).”

History in forming the Bedford Regional Water Authority (BRWA) 

In 2008 the City of Bedford notified the County of its intent to revert from a city to a town, as allowed under State Law. Since that time, a committee (comprised from the Board of Supervisors and City Council) worked diligently to identify and resolve any potential issues related to the transition.
 
The reversion agreement was signed in September 2011.
 
An engineering report was completed by Wiley Wilson on September 27, 2012 to determine possible rate structure.
 
The Board of Supervisors passed the consolidation agreement and an additional amendment with a resolution on November 14, 2012 . The BRWA Board members named were Carl Wells, Tom Segroves, and Bob Flynn.
 
The Bedford County Public Service Authority Board of Directors passes the agreement with a resolution on November 20, 2012.
 
City Council Passes agreement with a resolution on November 27, 2012.
 
City Council names BRWA board members Elmer Hodge, Michael Moldenhauer, and Walter Siehien on with a resolution on December 11, 2012.
 
The State Corporation Commission (SCC) officially forms the Bedford Regional Water Authority on December 18, 2012.
 
First BRWA board meeting held on December 18, 2012 when its six board members were sworn in.

The seventh board member as recommended by the BRWA board and as approved by the Bedford County Board of Supervisors and Bedford City Council was sworn in on February 2, 2013.
 
On July 1, 2013, the BRWA became a fully functional Authority.
