To accomplish its mission of providing quality water and sewer services to its customers, the Authority owns and operates various facilities for the production, treatment, and distribution of water, and the collection, conveyance, and treatment of wastewater.  Professional engineering services are required to assist the Authority with its operations and with particular projects.  Services needed may include but not necessarily be limited to the following:
a. Provide evaluations, recommendations, cost and time estimates, feasibility studies, preparation of schematic or preliminary designs, and preliminary engineering reports.
b. Provide survey, design, administration, and inspection services for construction projects.
c. Perform analyses and modeling of existing systems to assess impact of new facility construction.
d. Assure that construction contract documents are in conformance with generally accepted engineering practices and comply fully with all applicable codes and regulations.
e. Provide specifications which reflect current requirements, standards and product availability.
f. Attend and provide summary reports at regular Authority Board meetings, if requested.

The work to be performed hereunder shall include the furnishing of all labor, materials, tools, transportation, supplies, equipment and appurtenances necessary for the complete and satisfactory
rehabilitation of the Valley Mills Water Tank. The work shall include, but is not limited to, surface preparation, repainting, rehabilitation, and the repair or replacement of appurtenances as described in the Contract Documents.

1. Interior Painting: Sandblasting and painting of all interior surfaces shall be per Section 09 97 00 – Coatings for Welded Steel Potable Water Storage Tanks. Interior painting shall include tank ladders, roofs, manways, hatches, and all other appurtenances associated with the tank
2. Disinfection: Upon the completion of painting and rehabilitation of the interior of the tank, CONTRACTOR shall sterilize the tank interior per Section 33 16 13 – Aboveground Water Utility Storage Tanks.
3. Exterior Painting: Sandblasting and painting of all exterior surfaces shall be per Section 09 97 00 – Coatings for Welded Steel Potable Water Storage Tanks. Exterior painting shall include tank ladders, roofs, manways, hatches, and all other appurtenances associated with the tank.
4. Valley Mills Tank Rehabilitation: The following repairs and modifications shall be made to the 15,000 gallon tank at Valley Mills.
a. Remove any accumulated sediment from bottom of tank (unknown).
b. Provide and install a new 12-inch aluminum frost-proof vent.
c. Provide and install a ladder cage and lockable gate to the bottom of the exterior tank ladder.
d. Repair the existing level indicator, float, and pulley system cable.
e. Install exterior base sealant around the base of the storage tank to prevent moisture buildup between the foundation and steel floor.
f. Provide and install stainless steel interior ladder with a flexible cable safety climb device. System is to include a cable sleeve and safety harness.

a. Locations are to be neatly mowed as specified by the Maintenance Manager.
b. Entrances, walkways, and paved areas are to be clean of debris upon completion of job.
c. Areas around structures, signs, trees, mulched areas, fences, and embankments are to be trimmed at least monthly.
d. Weeds and grass along the fence line and in the gravel areas are to be sprayed as needed.
e. Mowing frequencies may be increased or decreased as determined by the Maintenance Manager.
f. Mowing locations may be added or deleted as determined necessary by the Maintenance Manager.
g. The BRWA reserves the right to perform any or all of the Mowing and Grounds Keeping services utilizing BRWA staff.

2020-043Public/Private Partnerships (PPEA)
Public notice of unsolicited proposal acceptance.
In accordance with the Public Private Educational Facilities and Infrastructure Act of 2002 ("PPEA"), the Bedford Regional Water Authority (the "Authority") has received a proposal for review from Garney Companies, Inc. for the design and construction of the Ivy Creek Interceptor and construction of the Route 460 Pump Station. The Ivy Creek Interceptor being a sewer extension from the Forest service area to the City of Lynchburg to provide expanded public wastewater service through a gravity interceptor as defined in a preliminary engineering report entitled ‘Ivy Creek Interceptor Divisions 5 and 6 PER’ and dated February 10, 2020. The Route 460 Pump Station being a water booster station designed for construction on East Crest Drive in Bedford, Virginia to transmit flow between the Lakes, Forest, and Central water service areas.

The Authority intends to evaluate the proposal, may negotiate a comprehensive agreement with the proposer based on the proposal, and will accept for simultaneous consideration any competing proposals that comply with the procedures adopted by the Authority and the provisions of the PPEA.

The non-proprietary sections of the Garney Companies, Inc. proposal along with the Authority’s PPEA procedures and the preliminary engineering report are available for download from the Authority’s website at www.brwa.com.
